Personal Data Protection Service of Georgia Announces the Call for Scientific Papers for 2025 Second Issue of “Journal of Personal Data Protection Law”


The call for scientific papers for the 2025, Issue No. 2 of the “Journal of Personal Data Protection Law” is hereby announced.

History of the Journal

The “Journal of Personal Data Protection Law” is a bilingual, scientific periodic publication of the Personal Data Protection Service of Georgia. The journal’s primary focus is to foster comparative legal discourse in the field of public law, specifically in personal data protection law, and to establish a scientific platform. Since its foundation, the journal has provided a unique opportunity for authors to present scientific papers on important issues of personal data protection.

The journal’s mission is to support the harmonization process of Georgia’s personal data protection law with European law and internationally recognized standards, and to share the results of sectoral research with the academic community, practicing lawyers, and interested parties.

The journal is published twice a year in both print and electronic formats as two independent editions -Georgian and English (the International Standard Serial Number (ISSN) for the print version is P-ISSN 2720-8753, and for the electronic version - E-ISSN 2720-8761).

To date, five issues of the journal have been published.

Editorial Board

The Editor-in-Chief of the journal is:

Associate Professor Dr. Dr. Lela Janashvili, President of the Personal Data Protection Service of Georgia; Professor of Ivane Javakhishvili Tbilisi State University; Associate Professor of the Autonomous University in Barcelona.

The editorial board consists of qualified representatives from Georgian and foreign universities, scientific research institutes, and experienced legal practitioners in the relevant field.

Decisions regarding the review and publication of submitted papers are made in accordance with principles of fairness, good faith, impartiality, the journal’s editorial policy, academic and ethical standards, and take into account the double- blind peer review process.

Deadline for Submission and Academic Requirements

Deadline for submission of papers: November 30, 2025.

Authors eligible for publication include academic staff of higher education institutions and research institutes both in Georgia and abroad, invited lecturers, researchers, doctoral candidates, and master’s students; practicing lawyers in the relevant field; and authors invited by the journal’s editorial board.

Papers submitted for publication may be scientific articles, academic reviews, analyses of legal practice, or translations of foreign scientific papers, and may be authored individually or jointly by several authors.

 

Submission Requirements

Documents must be sent to the journal’s email address: journal@pdps.ge

Submissions must include:

  1. A completed application addressed to the Editor- in- Chief of the journal (Appendix No. 1);
  2. The scientific paper in both Georgian and English, including an abstract and keywords (not exceeding 250 words in total), the full text of the paper (no longer than 20 pages), and bibliography;
  3. For authors without a doctoral degree, a positive review from a scientific supervisor or a qualified legal specialist in the paper’s thematic field is required.

 

 

Academic Citation Standards

The literature used in the submitted papers must comply with academic integrity, citation, and bibliography standards (Appendix No. 2). Use of relevant foreign sources during the preparation of the paper is recommended.

The Georgian text should be formatted in Sylfaen font, size 12; the English text should be in Times New Roman, size 12; footnotes should use the same fonts in size 10. Line spacing should be single.

 

Peer Review Process and Publication

Authors may exercise academic freedom within the journal’s editorial policy and standards of academic integrity and ethics.

Submitted papers must not contain discriminatory content, hate speech, unethical comments, offensive or defamatory opinions, or personal criticism. The content should respect the right to privacy and the protection of personal data of third parties.

By submitting a paper, the author confirms compliance with academic integrity and proper citation of authentic scientific sources. Any use or appropriation of third parties’ work without appropriate citation, or discovery of false information after publication, will be the author’s responsibility under Georgian law.

Reviewers are selected according to the journal’s editorial and ethical standards to ensure double- blind peer review. Both the author’s and reviewers’ identities remain anonymous throughout the review process and after publication.

Reviewers are chosen based on subject matter competence and experience/qualification. Reviews are submitted within a timeframe determined by the editorial board using a special review form.

Based on reviewers’ evaluations, recommendations may be:

a) The paper can be published (positive review);

b) The paper requires substantial content and technical editing before publication (positive review);

c) The paper should not be published (negative review).

A paper is considered successfully reviewed if both reviewers give positive evaluations. If substantial edits are required, the author must comply with recommendations. The Editor- in- Chief makes the final decision on publication after evaluating the quality of the revisions.

If one reviewer’s evaluation is negative, the author is sent the reviewer’s comments for further correction.

The final decision on publication rests with the Editor-in-Chief.

Publication of scientific papers in the journal is free of charge.
