The Personal Data Protection Service of Georgia presented the 2023 activity report to the Parliament


The Personal Data Protection Service presented the 2023 activity report to the highest legislative body.

The report includes information on the state of personal data protection in Georgia, about monitoring covert investigative actions and activities carried out at the central databank.

“Today, as Georgia has been granted the status of a candidate country of the European Union and we are in the process of European integration, it is very important for us to harmonize the legislation “On Personal Data Protection” with the legislation of the European Union and, accordingly, to implement new standards at the national level. In this respect, It is worth noting the adoption of a new law, which is an important step forward for the development of Georgia's Personal Data Protection Law, protection of basic human rights and freedoms and institutional strengthening of the Personal Data Protection Service, which is also recognized by international experts” – said President of the Personal Data Protection Service, Lela Janashvili, in her foreword.

It is to be noted that according to last year's statistical data, citizens’ attitude towards the service has improved and the number of conducted inspections has increased.

  • During the reporting period, the service received 526 applications/notifications, of which 350 (66%) were related to data processing in private institutions, 120 (23%) — in public agencies, and 56 (11%) were related to data processing in law enforcement bodies.
  • From March 1 to December 31, 2023, the Service conducted 192 inspections.
  • The service identified 267 facts of unlawful processing of personal data.
  • A total of 472 tasks and recommendations were issued.
  • During the reporting period, the service provided 5,106 consultations (in the form of verbal - telephone and personal meetings, also in written form.)
  • The Personal Data Protection Service used the mechanism of stopping the covert eavesdropping and recording of telephone communication (through the electronic control system) in 76 cases.
  • In order to raise awareness about Personal Data Protection, the service systematically conducts public lectures, information meetings and training for representatives of the private and public sector, law enforcement agencies.

During the reporting period, the service underwent 62 meetings with 3158 attendees.
